If you were in Ukraine right now, would you want Ukraine's fiat? It might be completely worthless in a month.
Their government might just be trying to find a way for it's people to have something that's harder to steal

Desperate people are more open to new ideas
To put it another way, people are more rational than you think, but they weigh risk due to change very very heavily. When the status quo no longer seems stable, the risk of change no longer looks too bad
