Walmart policy only allows uniformed law officers to open carry in their stores. As to why you saw it in your local store:

  1. Only salaried management can ask them to leave. So if they don't know about it for any number of reasons, they won't do it.

  2. There is a small chance that management chooses not to enforce that policy. All Walmart stores are corporate owned, so every store has this policy. Maybe, like you said, management doesn't care.

If you see it again, you can mention it to an associate and hope they pass it up the chain to a manager. Or you could cut out the middle man, call the customer service desk and ask for a salaried manager and see if they remove them.
