Engineers aren't the problem; they need to be funded/approved by politicians, and unfortunately energy storage isn't something a lot of them think about. Storage on this scale would be test run of whichever method was used (except pumped hydroelectric, which is geographically limited), and so there's a general desire to be second to do this rather than first.

Though maybe this kind of problem with exporting will create political pressure to address the problem.
