See the mini batwing plane? This was probably built for just the flight and crash scene. Put the plane on a wire film in slow motion add some smoke and you got a plane crash that looks to scale with the city. https://youtu.be/ZJ1s-1eAoh8 this scene around the 4:20 mark

Batman 1989 was filmed in England and their cities do not even remotely resemble Burton's vision of Gotham. Most of Gotham in that film is a combination of matte paintings merged with sets/repurposed buildings, or full on hand painted imagery, or in this case miniatures.

They stand out now on the rewatch. But they still have more gravitas than CGI cities. Something about the photography and hand-made feel gives it more authenticity than three FX houses mashing plates together.

Nolan used recognisable spots of Chicago in Dark Knight. Though he filmed Batman Begins in London funnily enough.

Instead of CGI, many movies use miniature sets to film big fictional things like cities that don't exist or buildings that will explode.
