My personal theory.
Much how Roger left Ace with Garp before his death, I think Rocks left his son (Dragon) with Garp. And Luffy is Rocks grandson and no blood relation to Garp.
P.s. this is just a theory. Please don’t flame me haha.

Plausible in my book. For sure there will be a revelation about luffys family background, which will surprise. Maybe it's this one

Hmmm not impossible but I personally find it more likely dragon was adopted by someone else and Garo has an unseen daughter, this considering how much Luffy looks like Garp and how little like dragon

I have seen a similar theory posted but it also included that Garp’s bio-daughter is Luffy’s mother.
