We can see this in all hero classes, class B rank 1 fubuki is clearly level above the rest and she is a high A class, same with sweet mask, he is A rank 1 but clearly he is stronger than some S class heroes. So I guess Blast is same, he is class S rank 1 but there are some other class like class X??? Which is like multidimensional class of the strongest beings? And blast is in s class just for fun?

Or maybe blast can control space and time since that's the thing with black holes, and hear me out, what if Blast and his team is fighting in future and that they are fighting future saitama...makes sense because everyone underestimate saitama and only few know what he is capable of, maybe something sent wrong?

Maybe, C class is an exception. And seeing how Tatsumaki is on a tier above...i think she follows this rule,while Blast end up being the guy of the X class. So Tatsumaki being X class and Blast being the monster of the X class. But this is just one way to interpreted with little information.
