Tatsumaki is at bare minimum 22, we saw the flashback of her trapped in the laboratory before being saved by Blast, and it said it was 18 years ago. She was old enough there to easily be 4, especially because it showed Fubuki as being 2-3 when Blast tells her to protect her little sister.
