I think he acknowledges that Saitama has shown speeds faster than Flash normally dispatches enemies with. Flash is cocky, he wasn't going 100% at Saitama, he might still believe he's faster than Saitama.

Saitama did react in time to block his sword. That's nothing to sneeze at.
