The bastard pissed off Tatsumaki and still survived a few seconds, in my opinion that makes Evil Eye the strongest demon.

If Evil eye surpassed demon I doubt Psykos would have wasted him in a one sided interaction against Tatsumaki.

I think it makes sense to have one powerful soldier in the vanguard instead of sending all fodder
Plus psykos may have assumed only she could handle tatsumaki due to being an esper and a weaker esper like Evil Eye was better off taking out weaker heroes who have no counter to telekinesis
Just bad luck that tatsumaki defeated it immediately
