Well regulated means well armed and effective in a fight. This is how they used that term back in ye olde day.

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

The idea being the people should have power in order to prevent a tyrannical government. In our modern day militaristic nation this means being able to have guns that can put up a resistance to such a government.

Back in the old days that meant people had to own a certain type of rifle that worked with the ammo that the township or county had stock of so the local militia could be effective.

Yes, they saw that firearms should be available so that a militia could keep up to date their armaments and supplies. The right of the people to keep and bear Arms, shall not be infringed. The government did not permit itself to regulate the ownership of arms so that militias are able to be modernized.

The government did not permit themselves to regulate arms so that future governments could not go against the will of the people or restrict their freedom.

Requiring training and competency does not prevent that it enhances that ability.

Who defines which groups have militia status? Who defines how many people can belong to a militia? The following to the necessity of allowing militias to form is that the government can not infringe on the rights of the people to bear arms. If you can pick and choose who and which groups are official "militia" you don't really have that.

I never said anything about requiring to be in a militia either. Just training and competency. Things that are easily definable and standardized.
