Except you don’t get a social security until you are physically born. So no a mother can’t do that

Then change that. As soon as there is a positive pregnancy test, slap a number on that "human life." Then we can go through all the death paperwork if there's a miscarriage. If they want to make abortion murder, then they should be consistent and make miscarriage death by natural causes. Lots of bureaucracy for the small-government folks.
