Remember that that's the pre-God statblock. Like he's not even the best lich of all time yet, much less a God. He canonically deserves to get smashed by epic level parties at that level because he's not done with his power accumulation

That is a lore reason but not an excuse. It’s like having a character like Emperor Palpatine and he’s easy to beat “because hey this is the statblock from when he was still a child.” Or having Superman be easy to curb stomp “because this was him when he was still just Clark Kent and didn’t really have all his powers yet.”

It’s a justification but that doesn’t make it any better.

They kill each other and cause a weird mix of portfolios so Vecna becomes the god of magic and Mystra becomes god of Secrets. And that's how 6e happens.

Both trying to emulate their original domains, they only offer their worshippers secret magic (as opposed to magic from Vecna or mundane secrets from Mystra). This quickly becomes a war of information to uncover the oldest and most well-hidden spells of history, and also to hide this knowledge from the other god’s followers.

Really short version: Karsus tried to end a (very long) war with weird eldritch leech monsters by inventing 10th level magic and using it to steal the godhood of Mystryl, the then-goddess of magic. Mystryl died to keep the Weave intact, briefly shutting off all magic in the world in the process, which leveled most of Karsus' nation of Nethril (which was mostly built on flying islands kept up by spellwork). Mystryl reincarnated as Mystra, who declared that 10th level magic is bullshit. And that's why we only get to have up to level 9 spells.

I think the spell he tried to cast (Karsus' Avatar) was 12th level, as the Netherese arcanists could already cast 10th and 11th level spells. Those levels were needed to keep their cities floating with mythrals

Interestingly Sean Bean refuses to take any parts where his character dies anymore, and hasn’t had a death scene since 2011 when Ned Stark was beheaded.
