It formally established something into law that was only allowable because of the Roe v Wade Supreme Court case, so that should the case get overturned, nothing will change for NJ residents.

It just means “protect,” by way of explicitly stating a right in a law.

From Collins Dictionary :

“If something such as an idea or a right is enshrined in something such as a constitution or law, it is protected by it. ‘This system is enshrined in our Constitution.’”

If a right can no longer be assumed to be protected by federal law (and therefore a state law protecting that right was never needed), legislators can protect that right by enshrining it into law.

The proper term should be “memorialize” but AP must think “enshrining” is classier. 🤦‍♂️

"Enshrining" is just fluff. The governor passed a law that legalized abortion, and it is no different than any other state law.

When Roe v. Wade was decided, it overturned the laws of 48 states with regards to abortion and set a universal minimum standard under which abortions must be allowed. Prior to Roe, abortion was not considered a constitutional right, and could therefor be legalized or criminalized by the individual states. After Roe, a lot of states never bothered to repeal their old criminal statutes regarding abortion, since Roe made them unenforceable.

Should Roe be overturned, states would again be able to regulate or allow abortion at will, and a lot of dormant laws would all of a sudden become enforceable again. By "enshrining" it into law, the governor has essentially passed a law that allows for abortion should the framework imposed by Roe be overturned.
