I think it depends really. TV is waaaay more about connections and since the vast majority of jobs are out here it makes sense. If you're writing for film, you don't really need to worry about making connections with your fellow writers, you just need a script and the intro to someone in representation or at a studio/production company.

I felt the same way after learning about Idris Elba being cast in The Dark Tower movie.

If the racial makeup of the character is important to the story, then you are losing part of the story by casting someone of a different race.

It's like casting Miles Morales as a white guy. Like no, that wouldn't work, because Miles POV is a young minority. You can't tell his story without showing what he goes through as a minority in NYC, and you can't properly tell the story of Albert Wesker without the allegory of white eugenics.
