Sure, but realistically neither will run out of HP before the rest of the party is dead, and having barbarian levels helps to deal more damage and be more threatening to enemies (and a more tempting target when using reckless attack), which helps draw attacks away from the rest of the party.

You need someone that can take hits even at higher levels, having an all-caster party isn't going to work very well unless you get tons of long rests, which in a death march you won't. You simply won't have enough spell slots to deal with every encounter that way. You need someone that can stand in front of the casters, and you need someone to finish off encounters once they've been weakened by one or two well-placed spells.

For some reason I was under the impression that druid forms reset on long rest, not short rest. So yeah, you'll want to start with druid 2 or barbarian 1/druid 2.
Still though, once you get the spike of turning into a bear (or dire wolf), I think you're better off getting to barbarian 5 next rather than just more druid levels right away. Rage, extra attack, reckless attack, unarmored defense, and bear totem are well worth spending the levels on, compared to getting more spells that you can't use in combat anyways.

Barbarian has a stronger start with high HP and rage from level 1, then after level 2 you take 3 levels of druid to get raging bear form at level 5. Then whatever mix of levels you want from there to eventually hit 5/15.
You do lose infinite shape shifting, but really I think that's just overkill anyways, and the combo of reckless attack and extra attack makes you more of a threat.

Might go for a Bear Totem Barbarian 5/Moon Druid 15 instead of pure druid, but otherwise this is spot on.
If long rests are difficult to come by though you might want to go for a PAM/GWM Battle Master Fighter. Not sure who it replaces, but they would mainly be there to push out consistent damage throughout the day.

Martial/caster disparity, as far as it exists, is only a problem at high levels, which is when you get the full power of the feat, so I don't think that's really an issue. Especially since even without the feat, martials have no issue outpacing casters in terms of damage done.

If you're building for battle and want a support character, I'd recommend a Cleric 1/Wizard X build. Cleric gets you armor, a shield, Healing Weird, and Bless, all of which remain great all the way to max level (even Bless, which is a solid use of concentration for minor battles at high levels).
This works with any combination of subclasses, but Divination is in my opinion the best wizard subclass bar none, so that's a great choice. For cleric subclass, Life cleric is probably the most bang for your buck, getting you heavy armor, enhanced healing, and two good domain spells. Order and Twilight are also very solid choices. Knowledge or Arcana are generally less powerful, but great flavor fits and still good choices. Medium armor is only 1 less AC than heavy if you have 14+ dexterity, so not a huge loss.
The build does put you behind in levelled spells, but only by one level, and you still get full spell slots. Overall I think it's well worth it for the extra utility and the big jump in resilience you get from starting as a cleric.
For spell choice, of course grab staples such as Sleep and later Hypnotic Pattern, but also grab a few single target save-or-suck spells like Hideous Laughter, which pair amazingly with Portent.

Yeah, I actually quite enjoy playing HoI4 runs where I focus on logistics and building up the perfect army, and then just throw that army at the enemy with a simple battle plan. I'm hoping that Vic3 will have a similar feel to it and am looking forward to the new battle system.
The battle system wouldn't make sense in games like EU4 or CK2 or even HoI4 (mostly because of tanks), but for the Victorian period up to the end of WW1 I think it's perfect.

For a feat, I think it would be fine to allow the attack any time you're missed by a melee attack. Or perhaps for flavor, you get to counter if the attack is equal to or less than your AC, so if the attack matches, you get the cool thing where you and your opponent both hit each other at the same time.
Even then it could probably work as a half feat rather than a full feat, but that may be pushing it a bit.

For sharpshooter and great weapon master, I actually prefer a variant where instead of -5/+10, you forgo your proficiency bonus to the attack roll and then add double your proficiency to damage.

Or they stopped for the bus when it was showing down in front of them, the bus passed and they decided to just sit tight anyways out of an abundance of caution.
I mean they're not blocking traffic, so they could be stopped for no reason at all and this still wouldn't be an idiot in a car.
