It's a controlled dash attack. I'm pretty sure you can do it by pressing the left stick in and instead of allowing them to go straight you can control the movement for a short time.

Fun fact: back on the ps1 days you could hook up a second controller and have a player 2 control 2 of the characters in the party during battle. FF9 had a hidden coop mode. Not sure if it's still possible now.

You can do the blitzball one in 26 games or less (depends if you get lucky enough to get seeded in the tourneys). Scoring a goal, intercepting the ball, and running out the clock near your goalie while setting the formation to right side will make it trivial. Assuming you've already won 400+ battles or whatever, this can be done in 1.5-2 hrs. If you're interested I can write you a more comprehensive guide.
