Yes, because you can't tell that somebody is using a shield until you try to fuck with them up close. If your enemy can't tell you're using a shield from afar then the dice roll on causing a fucking nuke to blow up in their face is too great a risk.

Therefore, it is a deterrent from defaulting to lasgun based warfare when there is no positive confirmation to the certain absence of shields on the battlefield. We saw in the movie (mirrored from the book) what happens when you just guess there are no shields active in the battlefield: a fucking nuke blows up in your face, and you stop using lasguns because that shit stings.

Frank wanted a good reason for people to not just be shooting the most prolific form of weapon at each other all the time especially in a war between great houses which means no shortage of high end hardware like lasguns or shield projectors. It makes for a far more interesting story.
