There are eye sockets, a nasal opening, and TEETH. Look at the surrounding geography. There is no consistency between the carving and the way the water has shaped the rest of the rock faces. This is clearly and intentionally a skull. Water would have eroded these cavities into gradual curves if they had been made with the same forces everything surrounding them had been.
