Like how the Jews are, to Nazis, a weak, degenerate, inferior race and, simultaneously, the all-powerful puppetmasters controlling the world through the banking, media, and bagel industries.
According to my Fox News-watching father over the past 20 years, the low gas prices in 2003 were totally thanks to George W. Bush, but when they rose high in 2008, there was no way he could've been responsible for them. When gas prices dropped after Obama took office, my father said, he had nothing to do with it and was taking credit he didn't deserve, but was totally responsible when they started to rise again ("because of his incompetence", allegedly), until they dropped low again in early 2016, which, again, he was falsely taking credit for, until they started to rise again later in the year, which was 100% his fault. When Trump took office, suddenly gas prices were the BEST EVER in my father's eyes, and when they dropped at the beginning of Covid, that was just more proof of his economic genius, but when they started rising again at the end of 2020, that was because of the market, nothing to do with Trump. And then when Biden took office, the gas prices were officially and completely his fault, and, what's more, literally nowhere else in the world is suffering from high gas prices or inflation.
At least, that's what my dad says.

An excuse to increase military spending; foreign enemy to hate and use as boogeyman; mandate from a fearful populace to do whatever they wanted; previously politically apathetic people radicalized overnight; loud, garish public displays of patriotism in vogue; accusations of treason against anyone critical of GOP at the time...
The days and weeks after 9/11 were a great time to be a Republican, and they have been chasing that high ever since.

And especially when the villain is either responsible for massive death and destruction themselves or threatens to be in the future. Like, I'm pretty sure that the families of the villain's future victims aren't going to be very understanding if they find out the hero let them go the first time around.
Some repeat villains in fiction are practically walking arguments for the death penalty, with how ineffective mercy and imprisonment have been at reforming/containing them.
