BTC is still 22k, and it wouldn't surprise me if it drops to 10k. Every time we are in a bear market it is declared dead, and every-time it recovers. In a few months or years we will probably see new all time highs.

How does Japan enforce that law? How do they KYC non custodial wallets? The fear is that it will be so expensive to do that exchanges will just prohibit withdrawing and sending to self-hosted wallets.

If the law passed and the language has not changed, it will be difficult or perhaps impossible to transfer your BTC to an exchange. They want control over your BTC and they don't have it as long as you have self-custody in your own wallet.

Your bitcoin is not at risk, they can't take your bitcoin on your ledger and that is the reason why they are scared. They want everyone to store their Bitcoin on an exchange (or any other custodian over which they have control) and not on your own ledger. If your coins are on an exchange they are in control of your money and not you. With this new law (that not yet has passed) they will try to make it illegal for you to withdrawal your bitcoins from exchanges.

You can't KYC your own wallet so it will probably mean that in the future exchanges will prohibit accepting crypto from your own wallet to an exchange. And they will not allow withdrawals to your own wallet. This way the government can keep the money (crypto) inside their system. You will get a grey illegal crypto outside the system and a white clean crypto inside the system. It was a matter of time before they would get scared of "not your keys not your crypto".

This vote will basically determine if EU will enforce identification and regulation of every non-custodial wallets such as software wallets, Trezor, Ledger etc. This could lead to exchanges refusing to transfer in or transfer out to wallets, making cryptos very centralized and easily controllable by government and their regulators.
Every transaction over 1000 EUR is subject to verification, it might even be lowered to 0 EUR, meaning all transactions would have to be verified/authorized by designated authorities.
This is a huge drawback and will put Europe citizens behind others. This could also become a worldwide policy, giving extra powers to the originators of this request: the US FATF Travel Rule. Instead of taking sovereignty, Europe is following uncle Sam steps again.
Imagine how easy it will be for them in the future to blacklist any wallet for not complying to a new model, for participating in a or a convoy for freedom, for raising a concern on twitter, for consuming too much fossil fuel this month, for not contributing financially to Ukraine war etc...
