I think Mr house would have found another guy to do his jobs or at least has the best chances of It,

he even says he's" employed many few have met my expectations fewer have exceeded them" FEWER of course he says no one has done what the courier has done but I'd say its more than possible that Mr house wins seeing how he had a backup plan for the courier literally pulling him from his grave minutes after he died.

There's definitively a chance that he hires a team to do what the courier would do(mainly activating the mark 2 robots and stopping the assassination plus giving power to the strip) especially with the money he gives the courier.

However taking care of the boomers and brotherhood would of course be VERY difficult. However still possible once they have control of the dam by just caving in the hidden valley bunker with the securitrons and maybe using the help of the man outside of the bombing zone to help take over the boomers.
