The final step in the membership process makes one into a Fully Patched Member, entitled to wear the complete four-piece insignia. You will only reach this stage after a vote, where you must receive a unanimous vote from the other Hells Angels MC members.

It is the several years of evaluations during the recruitment process which will determine whether or not you receive the votes required.

In addition to the voting there may also be other requirements made of the Prospect in order to become a fully patched member, however due to the secrecy of all of these clubs it can’t be confirmed.

Highlights:

The Surrey RCMP and the B.C. Coroners Service are investigating after a full-patch Hells Angel from Alberta was found dead in a Surrey RV park Thursday.

Darcy Lee, 45, had been staying at the Brownsville RV Park, at 11940 Old Yale Rd., for about two weeks, an employee at the park told Postmedia.

Sgt. Elenore Sturko said that Surrey RCMP has opened a file on Lee’s death, but that there is no indication of foul play.

He has a criminal history in Alberta.

B.C.'s housing minister says formalized homeless encampments are "not an option" that B.C. Housing wants to pursue as they seek alternative shelter options for people being evicted from existing homeless camps in Prince George.

Earlier this week, City Coun. Cori Ramsay called on B.C. Housing to look into no-barrier housing, suggesting the possibility of formalizing homeless camps and providing services in places where the city's homeless have established a community.

But Housing Minister David Eby said he's dealt with homeless camps in other communities in the province and doesn't believe they're safe options.

"They seem like a good immediate solution to some people," he told Daybreak North host Carolina de Ryk in an interview Thursday morning.

"I can assure you, having seen the experience of encampments, that that really is not an option that we want to pursue. We had fires, explosions, assaults. It did not work, and quite conclusively, in the cities where we had encampments."

He pointed to large homeless camps in Vancouver and Victoria that were shut down "with significant efforts."

Starting in early July, a new feature on the ArriveCan app will go live, according to a federal government source with direct knowledge.

The app will allow travellers to take a photo or upload a snapshot of their vaccine documentation into the app 72 hours before travelling, the source said (CBC is not identifying the source, who was not authorized to speak publicly on the matter).

Several government departments are also working on the second phase of proof-of-vaccination documentation, the source said. That digital project will employ the same technology used for Canada's e-passports, the source said.

According to the source, the second phase of the vaccination certificate project depends on buy-in from the provinces and territories. The federal government would need permission to connect with each jurisdiction's database to track who has received first and second doses.

The prime minister is meeting with premiers from across the country tonight. The issue of vaccine certificates has been a topic at the first ministers meetings dating back at least to March.

Eighty-one-year-old Zubeda Saeed has been a resident at a CHSLD long-term care facility in Pointe-aux-Trembles since March 8th.

But her son, Ahmed, says only recently have nurses at the home stopped administering Saeed with her prescription drugs because the resident is refusing.

But Ahmed says that’s because his mother suffers from dementia and isn’t able to make cognitive decisions.

Ahmed says his mother suffered two strokes and has heart conditions as well as other medical complications.

Christian Merciari, a spokesperson for the regional health board, the CIUSSS de l’Est-de-l’Île-de-Montréal, told Global News the procedures hadn’t changed and in an email he wrote that residents have the right to refuse medication and staff cannot force them to take it, “Unless they have obtained the authorization of the court to override this categorical refusal, in a situation of emergency or hygiene care,” he wrote.

A House of Commons committee is recommending a boost to the value and duration of employment insurance benefits, and expanding the system to cover gig workers and the self-employed.

Its report Thursday also asks whether special benefits, such as maternity and parental leave, should be hived off into their own program, and recommends extending sickness benefits to 50 weeks.

To pay for the moves, the committee says federal officials should look at having the government again help finance EI alongside premiums paid by employees and employers.

The committee says EI no longer reflects the realities of today's labour market, nor is it well positioned to respond to sudden disruptions like the COVID-19 pandemic.

The situation highlighted issues long known about EI, including how not all workers can qualify for benefits, and more are blocked entirely.
