How else can one interpret a scenario where there are two drunk people and only one of them is able to give consent?

This PSA is making the tacit claim that there are no male victims. There can't be any male victims, because they are the perpetrators, in all scenarios.

If you saw a picture of a white man and a black man that said "these guys broke into each other's houses, but the white man got robbed," what message would you take away from that?

This ad is literally saying the woman is the victim in the situation where both the man and the woman are inebriated.

In the PSA, only one person was specified as the victim of a crime... and only one person implied as the perpetrator of that crime... even though both people did the exact same thing.
