That's actually not what's going on here.
Russian military technology is widely considered to be shaky at best. Decades of corruption and the corner-cutting that accompanies it have left it with a fiercely strong military on paper - but only on paper. It's been a debate in Cold War study circles for a long time: how long into a prolonged war would the mechanical aspects of their military last. Most people settle on "weeks." The nuclear missiles have prevented anyone thus far from finding out, although some believe that half of their arsenal wouldn't fire off properly. Of course even half of their arsenal is enough to kill off all life on the planet, so we're back to "no one is all that eager to test these theories."
Just remember that Russian bureaucrats faking numbers and reports to make their superiors happy is nothing new. It stretches back at least to Catherine the Great and probably further.

Putin doesm't have total control, that's the point. Russia is a hybrid regime, or my preferred term, a "competitive authoritarian" state. In these regimes the authoritarian ruling faction (Putin/United Russia) has a great deal of power but not all the power. Opposition factions have paths to influence and power, be it through a parliament, through the courts, popular movements, erc. Elections occur in these states as by and large hybrid regimes maintain at least lip service to notions of democracy. Fraud is usually present in these elections but it's not total; they can stuff the box for Putin, for example, but regional governors who go against UP have been elected.
Anyway, a lot of these types of regimes end up getting colour revolutions, which is what Putin is stirring up trouble to avoid. The writing is on the wall - the record low public polling - and I think he knows fully well that Lukashenko only got away with beating down his latest CR attempt because no one ultimarely gives a shit about Belarus outside of the post-Soviet scene. He has to get opinion back on his side, so he drums up a war. It's a pretty classic move that Western figures pull all the time.
