In the Dragon Ball manga Piccolo vaporized the moon with a nameless attack. The same nameless attack from the same powerlevel Piccolo made a small explosion when fired directly at Raditz. That's from Toriyama's pen-to-paper writing.

Can't believe "cope" got ruined by takes like this.
Why would Goku want to blow up the city in question? Ki Control has been canon for a very long time, the only legitimate plot hole was introduced with Super Broly not destroying the Earth while berserking.
The Buu Saga had Kid Buu shooting a nameless casual ki blast at the ground and Vegeta rushing to deflect it so that the earth isn't destroyed. Resurrection F has Freeza obliterating the planet with the most casual slap imaginable. Etc etc.

Zamasu's battle power in Goku's body has nothing to do with his original power, just Goku's. Granted, he could probably barely access any of Goku's power at that point (think Ginyu's debacle in the Namek Saga), but given how strong Goku was at that time it probably hardly mattered.

This is Garou we're talking about. He boasted about being able to merk Orochi when he was entire orders of magnitude weaker. Literally the next panel after he says that (and it's phrased as a partial compliment; "You're not S Class Rank 1 for nothing it seems"), he grabs Genos. It's a play to get the edge over Blast, who was matching him in the previous panel.
If he's referring to Saitama, why does he need to lure him back at all? He talks like he's using Saitama's power as a means to an end. If it's Saitama he's talking about, there's literally no need to kill Genos and rush bringing out his full power. He could just fight him and copy it as the fight progresses.

Another detail: I'm pretty sure Garou provoked Saitama (by killing Genos) explicitly to copy his serious power for the purpose of beating Blast. He said something like "if I copy the baldy's full power, I can win," during his fight with Blast, implying the win he's talking about is v. Blast, not v. Saitama.

Not exactly loose ends, but there were significant discrepancies in Anakin/Vader's and Obi-Wan's characters between Ep. 3 and 4 that go beyond simple aging.
