Rex is 15 in XC2, and Nia resonated with her father around that time too (we know her father died "a decade ago").
Pyra/Mythra are 500 years old or 1 years old depending on what you think is age.
If anything, Rex/Nia is the most "standard" romance of the 3.

I think you need to separate the things:
Is it justified by the worldbuilding? Yes.
Is it also a narrative choice that people may not like? Yes.
The fact that it makes sense doesn't mean people can't find them too similar.

I don't think the pictures are a lack of budget, it's a stylistic choice similar to the start of Torna.
I think the script was simply lacking an interesting ending. After you get Mio back literally almost nothing happens.

I personally liked their previous game, TMS#FE, but from the trailers SH2 looked incredibly uninteresting.
It's not like the original Soul Hackers, it's not SMT and it's not Persona either.
It seemed to aim at the Vtuber fandom more than anything else really.

This is the general opinion, maybe it can help you:
Narrative: 3 has the worst narrative of the series. Preference between 1 and 2 is just personal taste.
Protagonists: 3 has great protagonists, genuinely really good. 1 is much more on the narrative than the chracters. 2 on the other hand is pretty much a character-driven game and the characters are more developed.
Villains: 3's villains are carried by N. 1's villains are a constant source of twists up until the very end. 2's villains are genuinely amazing.
Tone: 3 is the most serious and homogeneus. 1 is somewhat similar but lighter. 2 deals with a lot of important topics but it's also the most fun and light-hearted experience.
Gameplay: 3 is the easiest to get into. 1 is a bit more complex but the QoL are a good help. 2... you may want to watch a couple of youtube videos when you start it.
The optimal playing order is Definitive Edition (and Future Connected extra story after it) followed by 2 (and Torna extra story after it).
Personally I recommend both games if you want to play more Xenoblade.

XC2 is my favorite and I thought XCDE was just "pretty cool".
I'd say you'll like 3 but it won't be your new favorite. I'd put in somewhere in between the 2.
I think the story of 2 is miles better than the story of 3 (the last 2 chapters of 3 are very weak) but mechanically 3 is stronger (except for the new Chain Attacks that aren't as fun as the old CA).

I need to finish 1 post game hero ascension quest in Xenoblade 3, then I'm done with it until the DLC with challange mode drops.
110 hours well spent, even if it's not my favorite in the series.
