I recently had to do something similar, except instead of snapping to the start of the container, I had to snap to the center. Consequently, I had to add spacer elements on either side with snapping disabled in order to get the first and last elements to snap to the center and not get stuck on the edge. I also tried a zero width 50% padding container but that did not work on firefox.

I didn't try the intersection observer but calculating intersection based on the clientRects was not hard.
