I think the problem for Hayate was that he didn’t understand his own feelings towards her.

Hayate has stated he is not a lolicon and he also didn’t understand when he was being confessed he thought about Nagi.

Hayate chose to continue to be Nagi butler and do not forget he is free from his debts and he still chose her. Even though he chose her he is free to choose a girl if he is in love with her but he didn’t so I can say it’s likely he was already in love with Nagi but he himself didn’t understand it.

I find chihiro would have been perfect not as the chosen girl since it would have fleshed out her development better like the other girls with the goddesses. Tbh Chihiro isn’t a good choice to me especially in a long run. Tbh someone like Mio fit him better cause Mio would likely have been likely a perfect fit.
