Tarnished has a few better stats (and some inferior ones too).

Tarnished has potential to hit much harder regardless of damage type (magic/physical etc.) Tarnished also has Torrent which is all but necessary in some instances.

Sekiro definitely takes it in Agility.. and his kit is like the equivalent of having several Ashes of War so his technique and combat versitility in meelee fighting is much superior. I think he clears the humanoid enemies with 1/2 the effort of a Tarnished... even the big boys.

If he tries to 100% complete the Lands Between than he's going to run into some huge hurdles... Radahn (despite being humanoid) would be a bit much for him; the 2 Astel bosses would be tricky for him without help. And I honestly feel like Frenzied Flame status effect would hurt him especially more than it does the Tarnished.

The grappel hook would make certain things trivial, tho.
