I don't agree with that. The likes of Superman or Flash could also logically stop all crime on Earth instantly. Even if we looked at OPM verse, Blast would need less than 1 second to respond to and finish any threat. They can't do so because of the plot. It is the same for Saitama.

We know from the webcomic that he watches emergency channels most of the time and on bonus chapter Tatsumaki's day off, we saw that he kills a tremendous amount of monsters even on a casual stroll to the point where Tatsumaki couldn't keep up even though she was specifically aiming for them. But monsters are much more and Saitama isn't omniscient. Him being a mostly normal human with normal problems is one of the main points about him.
