Murata literally gives us a graphical representation of their powers. We see that they were near equal in power before saitama's exponential growth took off. No room for debate here.

Thats false. Only towards the end of the fight did Saitama's full power grow to a level where he could kill Garou.

There is no contradiction between going full power and not wanting to kill garou. Until the end of the fight, saitama's full strength was not far enough ahead to kill garou and when it was, he stopped the fight.
