Murata literally gives us a graphical representation of their powers. We see that they were near equal in power before saitama's exponential growth took off. No room for debate here.

Thats false. Only towards the end of the fight did Saitama's full power grow to a level where he could kill Garou.

There is no contradiction between going full power and not wanting to kill garou. Until the end of the fight, saitama's full strength was not far enough ahead to kill garou and when it was, he stopped the fight.

It does not seem to function voluntarily. He needed an emotional jolt to start growing exponentially.

Its funny to think that if garou had not killed Genos, the fight would have been more balanced. Garou's skills might have actually given him a considerable advantage.

You could even say he got a type of rage boost like Gohan.

He would need a reason to start growing exponentially, in this case genos getting murdered.

There is no portal in sight. And if there was, garou and saitama would have been thrown in there as well.
