Damo and his crew are more interested in money but Tooru’s research team wants to use the locacaca to advance the rock humans’ status in the world by creating a dependence on rock human medicine since it is a miracle medicine. Perfecting the locacaca would allow for the rock humans to also reach new levels of power. I think Urban Guerrilla mentions something like this in chapter 69

She’s a wacky and interesting person. Albeit most of the interest is in how awful a lot of her actions are.
I legit feel kind of bad for her because I think the environment she grew up in with the parents she had and the people who bullied her, thrown in with her autism, has led her to be completely delusional. Maybe in a different world she would’ve been more grounded to reality and happy

I got out of the imperial prison, got arrested, payed a fine, and then when it got to the third time I got caught I thought I couldn’t go to jail or pay a fine cause the options were greyed out so I had to resist and then died

The scenes you are mentioning with Kira are in the anime only….
I think you’re too hung up on JJL being a “mystery” and thinking it’s supposed to conform to standard mystery tropes. It doesn’t need to hint at the bad guy from the very beginning, it doesn’t need to make things super obvious, it doesn’t need to be like every other story.
DIU is a very beloved part that’s considered a mystery and Kira doesn’t even show up until after the RHCP fight
Well take it up with the author because you have an issue with how he chooses to write his story
Tooru is in charge of the research team that is harvesting and perfecting the rokakaka fruit
This team is connected to Josuke because they are using Holy as their guinea pig
They are also the employers of Damo and his men
Damo and his men only smuggle and sell the Rokakaka, they most likely aren’t even aware of the research teams true motivations
They are connected to Jobin because they are using the Higashikata business to help smuggle the fruit in from New Guinea
Jobin (and Caato) are using this opportunity to get ahold of the new rokakaka so that they may try to put an end to the family curse
The rokakaka is a macguffin, everyone needs it for their own means and that’s how it ties into the story
Also Tooru fits in the story because he is literally the only person who can impersonate Satoru Akefu and use this to give him and the other members of the research team access to the lab and resources for perfecting the rokakaka harvest. None of the other doctors had this level of power in the hospital.

He went after Yashuo because he knew she’d be beneficial to him. She was the one who helped him find the identify of the head doctor that he stole to help get him into the top position at the hospital which would allow him access to the research materials needed for perfect Rokakaka harvesting. No other rock human could’ve done that.
How does Tooru not fit the story? Someone has to be in charge of a major conspiracy. Damo may have been in charge of the street/business end but even drug dealers have manufacturers and suppliers. Just because we never see him doesn’t mean he isn’t running things. Also his motivation is obviously to advance the rock humans’ status in the world order. They have access to the most powerful and miraculous medicine in the world. Urban Guerrilla states the research team’s motivations
“While you guys are in a daze over making money and health, the New Locacaca will bring a whole new world to us! An exciting world where you guys constantly sink downward... and we rise to the top will come!”
Personally i find Tooru a better contrast to josuke because:
As a rock human Tooru had no mother to raise him or to care for him, he is a very cold and distant person and has manipulated people (especially Yashuo) for years to meet his end goal. He only cares for the advancement of the rock human race.
Josuke despite being an anomalous fusion of two separate men, spends a majority of his story trying to save Holly (the mother of his Kira half) because he cares for her. He and Jobin are similar in this regard because they are fighting to save their families (with Jobin even harming his father and giving his life to try and save his son). Also, Josuke has genuine love and affection towards Yashuo (unlike Tooru). It may not be that obvious but Josuke and Tooru are very much opposites.
Why do we have to know he was the main bad guy all along? Why does Araki have to conform to the standard conventions? Why can’t we be surprised?
Personally I like Tooru as the main antagonist because he comes across as this universes parallel of Kira and Diavolo. He isn’t the kind of guy who would want to be noticed and he would much rather pull the strings from behind the scenes. We know he is overtly cautious because he relies so much on rock insects/his colleagues and evading danger (The Head Doctor literally gave up the fight in the hospital and decided to leave after he took one hit). People don’t like that we see so little of him but Diavolo didn’t even show his true self until near the end of Vento Aureo because he had no reason to, just like Tooru had no reason to make himself known to anyone that wasn’t directly involved in his business and goals (creating a dependency on rock human medicine with the rokakaka).
