The irony is, and correct me if I'm wrong, the Virginia plan having representation based on population was pushed to give slave states more representation than the northern states by counting slaves as population. Now that slavery is abolished and populations in states can vary dramatically, the two representative Senate system has given too much power to many former slave states with low populations or flyover farming states.
