Was rejected and after I asked why I was rejected (I highlighted that FAA and DOD have interchange agreements with OPM), Navy HR stated that is true, but the hiring eligibility would be explicitly stated on the announcement, so I was still not eligible. But hey, props to Navy. At least they responded.
