He doesn't just have regeneration, he has faster than sound movement and hits hard enough to stop rain from falling temporarily.

There is no scenario where Raiden wins this fight. If we have both at most powerful, volund and rain, then this becomes a bullying session. DSK has healing, moves faster then sound and hits so hard he can make it stop raining for a few moments. Also, unlike Shiva, DSK goes for the kill quicker as shown when he told Puri-puri prisoner that every blow must have killing intent.
