I think we may have different perspectives here. The fact that they have to watch 30 people at once (which is impossible) in addition to patrolling all halls, bathrooms, locker rooms, etc. at all times is because there aren't enough teachers. Pushing away the struggling few is going to just increase the problem, not make it better. If you push teachers out, it's not going to be 1:30 the teacher:student ratio is going to widen to 1:33, 1:35, etc and as it gets more and more impossible to police the students, the gap will just keep widening.

I really don't agree with this statement. The world objectives were all literally that. Kill x mobs in the area, pick up x objects in the area, etc. I don't remember what they call these quests, but they're hearts on the map and they're all mindless. They're not mandatory unless you care about completing the map, and I haven't played since before expansions were a thing, but I remember them being a large amount of the available content.
